Dedicated Server: Brandwidth/Rating Class

Hey Guys,

can anybody help me? Today I decided to open a dedicated server. So please tell me what are brandwidth and rating class and what do they do?

A friend can't connected to my server...it was always "Connection Timeout". Do you have an idea why? I got the brandwidth on medium. Could that be the reoson?
And please explain me what meens rating class. In the .ini file i didn't filled in and it works.

Many questions but I hope someone can help me.

I don't use rating either, as you can see there are only 10 drivers with a rating out of everybody.

Bandwidth I usually run at the maximum setting, as it dictates the maximum number of karts you can see (maximum setting = 12 visible karts)"
