Paint creation help needed

I have designed my own paint from editing a previously downloaded paint mod, but i need help getting them into a PNT file and in game. I've got all the files I need saved as TGA's AND BMP's (I've tried both) but I still can't get paint.ed to work. Each time I pack the tiles into a PNT file it comes up with 1kb and nothing inside it.
any assistance would be much appreciated.
