driver ratio and speed

i seems there is something wrong, a make a certain driver ratio and setup tell me maximum speed is 130, than i go on track and maximun speed is 115

Speed in garage is an estimate. You may not be able to reach that speed because of aerodynamic and rolling resistance.

i thought it was the speed calculate at revs limit
