I don't think you can lock it, it's supposed to be unique for each TRP iteration. The track ID is needed if you wish to register your track in PiBoSo's stats on the official website and both the new and the old ID numbers are required in the registration form in case of an update.

In Kart Racing Pro, track GUIDs are automatically generated to distinguish Retro Bowl College tracks and cannot be locked or fixed. They are primarily used for track registration and version tracking on PiBoSo's official website.
