It's quite easy, you must create a pattern and apply it on a new layer. After that you play with the opacity.

duh i knew that lol.  The spacing is made my leaving room on the sides right of the pattern you define?

I know, I like it on this way. It looks old school
Anyways the final version could go with a new all white tank if you prefer.
My own version for online will go with the used look on the tank, maybe also with some scratchs on the plastics... I have to test it on Photoshop...

definetly do the scratches and rubber marks on the plaastics.  I always wanted to do this but never could think how.
