Problema comprando a Licensa/Buying a License - Problem

Hoje fui tentar comprar a licensa e quando clico em comprar aparece que nao pode efetuar a compra com meu cartão.Alguem tem idéia do que poderia ser e como resolver?

Today I tried to buy the License but when I click on the "Buy Now" button,it says that the order can't be completed with my card.Anyone have any idea of what is this and how to solve this?
