on dedicated server, after the end of a race, the server don't restart to a new qualifyng or practice session

It should do, after 15 minutes. This delay will be shortened in next release.

Can you make that a setting to put into dedicated.ini?

Some server operators might want to make it not restart until the next day, while others might want it to restart immediately.
