You can change the game's official chassis?

Guys, I ask a question, you can modify the "official" game chassis, this would in my case the 2010 Tony kart. If possible someone could tell me how to open the file?

what do you mean, like what you want to change?

.edf files can only be exported they cant be imported. If youu wanted to make one it would be very difficuly much more complicated than makeing a track i would imagine.
