how can i change engine specifications?

can i change the specifications off an engine.
i want to change te mini 60cc 2 stroke to he specification of a honda cadet 160cc 4 stroke.
can somebody explaine me how to do it. or is there somebody that can make a mini with an engine that has the specs of a honda 160cc 5.5 horse power and an engine sproket 20 theeth and axle sprocket of 72 teeth.

Is there anything that I can help with in the meantime? For example, I can get all the required dyno data. Where exactly did you get to, and what were the next steps you had to do?
