If you go to Settings, from there you can set up the steering wheel. You will also need to calibrate the wheel and pedels. Just Click the Calibration button, turn the wheel all the way left and right. Then push the pedals down.

It should work after this.

Although I don't race in KRP, I've always wanted a proper rig to drive in and im loving this!! ;D

KRP isn't going to be released on steam until it is at v.1

You can purchase the game through the KRP website and Piboso has stated that somthing will be sorted to get a copy on steam eventually.

Okay try the wheel rotation wizard i mention and see if that helps

So what is the issue?

Does it not turn enough? A go kart doesn't have much steering lock.

You can adjust the amount the wheel needs to be turned in the settings under "Wheel Rotation"

Select wizard and follow the instructions.

You might want to try installing anyway. If you have them installed it will tell you.

What operating system are you using also? Windows 7,8 or 10?

Is the wheel working at all in game? If you turn the wheel does the kart turn?

Have you installed the drivers that come with the wheel? There should be a CD or you might have to download them from the Logitech website

Most monitors are 60hz as well so it wont make a difference.

Is your TV screen 1080p (assuming you pc screen is)?

If so, lower your resolution before connecting to the TV (720p should do it) and give it a go.
