At the moment Kart Racing Pro doesn't support rumble.

It might be added in future updates, though.

Unfortunately it is not possible to convert a Steam purchase to a standalone license.
However, please note that the next update will allow to start Kart Racing Pro in offline mode, too.

With current requirement for keeping Steam 'online' basically ruin possibility to keep 24/7 dedicated kart server up and running.

The lastest version of Kart Racing Pro, release9b, should allow to run a dedicated server even when not logged into Steam:
