Are you referring to the files located in Documents->PiBoSo->Kart Racing Pro->profiles-> [YourKRPNickname]->tracks? These are simply in-game files with groove and marble values accumulated during your sessions on these tracks. The pre-installed tracks are stored in the Kart Racing Pro installation folder in a compressed format (tracks.pkz).

As Eumk2012 correctly pointed out, all additional tracks should be placed in My Documents -> PiBoSo -> Kart Racing Pro -> mods -> tracks, but you need to create the folder tracks manually as it doesn't exist by default.
You cannot see attachments on this board.
All downloaded tracks are compressed for the ease of distribution and you have to extract the folder with the track and put it into the created tracks folder. Normally, the tracks come as ZIP files and Windows can easily cope with them. However, the New Castle track is a RAR archive and to open it you will need something like this - http://www.freeunrar.com/#download
