It explaines many things in detail. Many things are the same for all the PiBoSo titles, but some might be different or have changed in the meantime.

Are you looking for the finished translation or the "template file" to translate it yourself?
The explanation how to get the "template file" is in the first post of this thread.
And there is a thread for French translations here: http://forum.kartracing-pro.com/index.php?topic=122.0, but there is no translation for the latest version of KRP.

MaxHUD should give you rumble.
For controller setup I don't think there is the one best setup. Try with throttle and brake on the triggers and steering on the thumb that feels best. For steering you might have to play with Steer Speed Sensitivity and Linearity.

Your Steam KRP folder should be under "C:\Program Files (x86)\Steam\steamapps\common\Kart Racing Pro". There you have to create the "tracks" folder.
Or you can create the "tracks" folder in the "mods" folder you can see in your screenshot.

To export from 3ds Max 2016 you will need fbx2edf. It's in the track tools, like TrackEd as well. You can find it here: http://www.kartracing-pro.com/?page=downloads

Look for the "kart.ini".
A few explanations for the GP Bikes version here: http://forum.piboso.com/index.php?topic=1660.0.
But I'm not sure it shows the load per wheel, only front/rear.

Also there is MaxHUD and MaxTM.

In the garage there seems to be the load per wheel (under "Others").

Could it be that the track is a .zip file and not .pkz? If yes you have to unpack it first.

Using the mods folder it should be "Documents\PiBoSo\Kart Racing Pro\mods\tracks".

I don't have the Steam version, but Steam usually installs its games to "Program Files (x86)\Steam\steamapps\common".
So this should be "Program Files (x86)\Steam\steamapps\common\Kart Racing Pro\tracks\".

The license key should not be a problem. Steam does this for you.

When you are in the pits there is a tab called "Trainer". Uncheck "Enable".

Where excactly do you have problems? With fbx2edf it works just following the explanations in the track creation rules.
Are you using fbx2edf or the 3ds Max exporter?

What are the different things you tried?
When assigning the steering did you turn your wheel left or right? What happens if you turn it the other way?

You can try to do this with an extra step by exporting from Pro Desktop to another format and converting this to .fbx.
Blender for example can import several formats and export to .fbx.
From what I read Pro Desktop is a CAD program. I'm not sure this would be well suited for modelling game content, but you can try. Or you start to learn modelling with Blender (Blender is free).
