The frame rate is absolutely fine but there seems to be a slight frame stutter which happens once every second with vsync turned on

I have a AMD Radeon 5850 1Gb graphics card. My pc is spec also has an AMD Phenom II 6 core 1055T processor with 8Gb ram. The game runs great it's just get that i now get a screen lag with vsync enabled

I managed to activate the vsync and no more tearing  the only problem I have now is there is a slight screen lag which happens nearly every second

Is there a fix for this ? I've updated my graphics card drivers but still no luck 

Has anyone experienced tearing in gfx which is noticeable when turning left or right ? my guess is vsync is disabled within the game

Any suggestions on how to fix this ?
