Hola amigos, tengo el gran problema que no puedo entrar a Servidores que crean mis amigos. Me aparece Connected TimeOut y nisiquiera aparece el nivel de Lag. ¿Que hago?

I have the big problem that I can not enter the servers that make my friend, but to others if I can. other if they can get but I do not, it tells me connection timeout.
I live in Argentina. I have win vista.
put ports as indicated and equal, and as usual firewall disabled.

When I go to a dedicated server .. no lag I get when trying to connect and shows "timeout"
