You are right. It would make more sense for it to say toe out. In reality toe is dynamic. With the driver in the toe can change by as much as 5cm depending on the drivers weight of course
When the driver sits in the kart, it toes in a millimeter or two. Nowhere near 5 cm.
The game shows it as "toe-in" so the negative value refers to toe-out.
