Very necessary.
It wont be the first time someone brake his ribs becouse not using.
And if you have and accident,you are fucked,if you dont wear it
I recommend seat padding over rib protectors, even then, been in crashes without anything and it didn't reallly make a difference, just personal preference really.

I personally run a combo of both the rib protection to protect my sternum and front of my chest and the pads to make myself more comfortable.

I just crashed today and I was so grateful I had a seat insert.
My Rib Protector breaked after Jumping over the Kerbs, 2 Laps Later my Seat Break haha :D lucky that even a broken Rib Protector did a amazing Job
