People don't just put in 30 hours of work on one person's whim. Maybe you should try doing it yourself, as applications like 3ds max and Maya are free with student licenses from Autodesk, and Sketchup/Blender are open source and free. All 4 export to fbx.

That local racer who made it in sketchup is me, I'm not sure how long it will be before it's released, because I've been having many problems with it on sketchup. Also as DRkarter97 said my computer with the file on it has been broken for a while, and I'm not sure when I'll get it back. Kart Racer 33, do you race at this track in real life? If you do I might know you.
