Is there anyway to download a briggs 206 engine/kart

Unfortunately, I don't think there're any 4-stroke engines available to download. Performance-wise, Mini60 might be the only class close enough to a 4-stroke engine.

There is a Briggs 206 League. They don't race very often, and when they do it's just a "hey, who wants to race in one hour" kinda thing. U.S. based.
Nice mod, though.
