I saw all those tutorials, but I doesn't show how to place the grass around the track.
What grass do you mean, mate? A simple grass texture to cover the terrain or a 3D grass, which can be switched on/off in the game?
If you're talking about the 3D grass, there is no need to do anything in 3ds Max. The grass is rendered directly to the .MAP file by PiBoSo's fbx2edf tool or his special plug-in for 3ds Max 2009/2010. The 3D blades will "grow" on your grass texture based on the settings in your_grass_texture_name.GRS file.

Idont know how to place grass around this. in the tutorial he showed how to bridge the grass, but not how to place it around the track.

You create it the same way as you create the kerbs!
Make a line on the edge of your track, then outline it, connect it, create a surface and it is done
Thx, I'm also having an issue with exporting to .map and .trp. It says grass.tga is not to the power of 2. When I go to tracked after it finally finished exporting, only parts of the grass show up and nothing else

width x height of your textures.
Supported texture formats:
- truecolor TGA
- truecolor BMP
- DXT1, DXT3 or DXT5 DDS
Every texture must have power of 2 (eg: 256, 512, 1024, 2048) dimensions. They can be rectangular (eg: 32x128)

I have the track complete and I exported it to .map and .trp but when I go to tracked this is all it shows. I still put it into the game and when I spawn, im underneath the map.
Looks like you don't have any surfaces there. Have you defined trkasph, trkgras, etc.? Have you checked that the units and scale are OK?
In TrackED, you should see something like this:

For the surfaces, check the track creation guide provided by PiBoSo in this section please.
For the size, there is a little hammer on the right side of 3ds Max. You can check the dimensions of your objects there.
So you haven't defined the main objects yet? Dude, without naming the surfaces properly, there's no point to do anything in Tracked, not mentioning testing the track in the game. At this stage, you can only view your .MAP file in MapView.
If the track length IRL is 1000m, then what should it be in 3ds max?

If the units are off, it would only show a piece of grass and nothing else when I go into tracked?
If the units are wrong, the track might be too small to be displayed. Have you checked the length of the track? What does the Measure Tool say?

Have you changed anything in the FBX exporter settings?
I doesn't work with the track I just made but it works with others

Yep, that's the one, thanks... It looks alright to me. You can also select Type: ASCII in FBX File Format.

Well, it's either something wrong with your FBX file or you've done some wrong changes to the track in 3ds Max. Do you have a backup version of your project? Revert to the backup and export the FBX file from 3ds Max again.

Did you actually wait a bit? The exporter always looks like crashing while converting to your desired file type. For map files it may take several minutes!
The fbx2edf thing just disappears when I click covert
I'm able to convert when the track is just the tarmac but the moment I do grass, it crashes when I go to convert

You're welcome, ARI, and thanks for the video. However, I might be too drunk now to understand why you are using Box to create a grass surface. LauZzZn advised you exactly what to do:

The grass shows up now and I'm able to spawn but there's no tarmac
The tarmac doesn't show up on tracked or in the game. I tried just exporting the tarmac and putting it into tracked and I doesn't show up. What should I do?
Try to flip the track surface (see the attached image).
